It has certainly been understood that the ancient Turks had developed a culture peculiar to themselves on the basis of horse and iron within the geography of steppe lands. However, this situation does not indicate that such a culture originated and developed in any place where iron and horse existed. As a matter of fact, some other tribes that had both elements in the same geographical regions in the following centuries continued to experience different cultural types. Actually, only the financial opportunities and the economical factors are not satisfactory for the emergence of such a culture.
The element of human being is also very effective in this issue. The differences that were observed in the cultures of various communities that lived under the same conditions resulted from the differences of social conceptions and psychologies of the different groups of people. Accordingly, the Turks that created the steppe culture must have had a thought system and an ethical understanding peculiar to themselves. This situation can be explained in respect of the positive sciences as follows: The horse had provided two human opportunities that caressed the human spirit for the ancient Turks: the feeling of superiority on the horseback from the other people and the satisfaction of the ardent desire for reaching to the required places within a short time due to the speed of the horses. The Steppe Turks have been observed as the first community that accomplished these elements. The first one, in other words, the feeling of superiority created the pride of "bey of gentle birth" (Herrenvolk) among the ancient Turks as stated by O. Menghin. The second element stimulated their desires for the establishment of dominion to the far and away horizons. The means that was required for putting this element into practice was under their possession: iron.
The desire for domination is actually a basic instinct and it is present in everybody and it lives as a subconscious power. The world history has showed that this instinct was used as a means for abusing the other people in the first opportunity at the same time. The issue that led some of the nations to this direction was the lack of the pride of "bey of gentle birth" in these nations. The pride in being a bey of gentle birth was not a simple psychology that was a means for self-respect. Its main characteristic was the protection without waiting for anything in return. This situation necessitates the affection towards the people that are subdued. The protection that resulted from the human love brought forwards the justice, freedom and equality. This should be considered as a source and cause of the successes that the Turks had accomplished in the government of various tribes in the course of the history. The Turks constituted a nation that knew and understood the human psychology in the best manner and surpassed even the representatives of the antiquity civilisation in this field.
This can also be named as the "realism" of the Turks. The ancient Turkish way of thinking that can be summarised as feeling of domination + human love + realism was based on the principle of ethics. The person that followed the aforesaid principle was called as "alp" (hero, brave) in the ancient Turkish language. Each man is a brave person in Turkish language. However, alp is a brave human being. The maintenance of "alp" position was provided through the spiritual values such as laws, the understanding of rights, and the respect of the state to the rights, and the traditions such as "naming" and "testimonial ceremonies" that encouraged and incited the spirit of the people for struggles. Lying was disliked within the ancient Turkish community. The ancient Turks were respectful to the truth and they were faithful to the laws. Accordingly, they constituted an "organised" community. Since the organised and the realistic Turkish way of thinking disliked the illusions and daydreaming, they were not interested in the theoretical and metaphysical issues.
Even the Turkish policy book titled as Kutadgu-Bilig that was written in the 11th century was not the expression of the current theories that were only present in the minds. On the contrary, it included the explications of the concepts of right, justice, state, etc. that were put into practice in the Turkish community. The addiction of the ancient Turks to the active lifestyle that they actually led had oriented the Turkish way of thinking towards ethical and state philosophies rather than the "logical and informational theories". This way of thinking was combined with the track of work (action) in the Turkish history that seemed like an arena of non-stop movements.
Therefore, the thought about the world domination in the universal characteristics came into existence in the lighting of the thoughts about the rights and justice. The ideal of the Turkish world domination could be summarised as the establishment of "töre" (law") domination over the people within the region "extending from the place of sunrise towards the place of sunset". This ideal had also some traces that were included within the epics, legends and the written documents.
