As a result of the movements and wars in the year of 1581, Yermak did only have so few soldiers within his retinue. He knew that he could not be successful in this country that had long and hard ways for the arrival of rear back-up troops in a place rather far away from Russia for a long time with these few soldiers despite the rifles. Therefore, he sent an envoy to Moscow Tsar and he proposed to give delivery of the domination of this vast country that he had captured to the Russian Tsar. In return to this delivery, he begged pardon for all the crimes that he had committed before. To this effect, he sent Kotso who was one of the leaders of Kazakhs together with 50 persons in his retinue in order to go to Moscow in the end of the year of 1581.

Yermak would also request the appointment of a governor for the administration of Sibir country and the dispatch of military support and aid. Anybody did not have any information about the victories and successes that Yermak had won in Sibir. Ivan received the letter of Yermak about his servitude and learned about the victories of Kazakh people in Sibir. Upon this incident, he notified that his various crimes that he had committed were pardoned. On the occasion of the capture of Sibir, all the bells of the churches in Moscow chattered loudly. The annexation of a "new sultanate" to Russia was declared and great feasts had been organised. Koltso was sent to Sibir in order to forward valuable presents for Yermak and Kazakhs.
