Khan and the sultans from his dynasty were superior to all these princes. Each of these sultans that were cited with the title of oglan (boy) in the firmans of Hajji Giray I Khan would command a military unit composed of a specific amount of people that changed in proportion with their ranks and degrees in the war. According to the traditional rules that are stated under the name of Jenghiz Khan's Rule, the khan was obliged to select his younger brother as kalgay that was in the status of the crown prince. The khan would appoint his youngest brother or mostly, his son to the post of nureddin (nuradin) that was considered as the second crown prince. Kalgay and Nureddins would have separate palaces and divans. They could send firmans in their name to the foreign governments providing that their firmans would be different from the firmans of the khan. In case that the states (Moscow Tsardom, Kingdom of Poland) that sent annual taxes (tıyış) to the khan did not forward their shares to them, they were free to act in an hostile manner against that state independent from the khan. Ghazi Giray II had appointed his sons to the positions of kalgay and nureddin and threatened the other sultans with annihilation. Therefore, he tried to establish his absolute dominion taking the Ottoman ruler as the model. However, most of the sultans had taken shelter in the large estates that they took from the ruler in the district of Çirmen in Roumelia. It was always possible for the Ottoman ruler or the Crimean aristocracy to enthrone one of these sultans as the sovereign of the khanate.
