The Ottoman divan had started to negotiate solemnly about the organisation of a military expedition to the north towards Astrahan since the year of 1563. Not only the Crimean people, but also some of the Nogay people (Kiçi-Nogays) in the Kipchak steppe lands and Harezm khan of the Central Asia Turks asked help from the ruler that was considered as "the caliph of the earth" against the advance of the Russians-Kazakhs. Ottomans sent an army and they thought that they would have great benefits as a result of the construction of a channel between Don-Volga Rivers and the capture of Astrahan. Therefore, it would be possible to repulse the Russians from the Caucasus and the basin of lower regions of Volga River and to reinforce the Ottoman influence in the Kipchak steppe lands and over the Crimea. On the other hand, a suitable route would be opened for the transportation of the armies that was required for the conquests of the Caucasian regions and Iran. In the year of 1569, an Ottoman army composed of 15.000 people under the command of Kefe governor, Kasim Pasha and the army of Devlet Giray Khan came to the environs of the former capital city of the Golden Horde khans that was in ruins in the region where the Don River and Volga River approached to each other.
The works related with the excavations of the channel were not completed. The army went to the south towards Astrahan and they besieged the castle that was defended by the Moscow soldiers. When the winter drew near, the soldiers of the khan and then the Ottoman armies got dispersed and they came to Azov with great sacrifices. The Crimean khan did not want the establishment of the Ottoman dominion in the steppe lands of Astrahan and Kipchak steppe instead of the khanate. Therefore, he did not support the Ottoman plan completely. The supporters of the new ruler that opposed to Sokullu in Divan described this movement as an unfruitful adventure. In the following year, Tsar Ivan's envoy, Novosiltsev provided the state of peace with the Ottoman State. In his letter, the ruler confirmed his domination over the Crimea and Circassians; and he wanted the demolition of the Russian castles that were constructed in Kabartay and the freedom of the trade route that passed through Astrahan.
In the course of the military expedition towards Russia that was organised by Devlet Giray Khan in the year of 1571, the Crimean forces advanced towards Moscow and they set fire again around the city. Upon this great victory, Devlet Giray was entitled with the title of "tahtalgan". The ruler congratulated him in person for "he had provided great benefits for the protection of Islam". However, the Crimean Khan could not accomplish his main target that was the evacuation of Kazan and Astrahan by the Russians. In the year of 1592, the Moscow forces attacked and raided towards the Ottoman forces that were on the way to the Crimea over Terek. From that date on, a new period started for both the Crimean Khanate and the Ottoman State. The khanate that had lost power could only protect its existence against Russia through the Ottoman protection and they continued their raids. On the other hand, the Crimean people established cooperation with the Ottomans in an increased manner in both the northern fronts and the fronts of Iran and Hungary.
