Congresses

On the date of 28th June 1919, a congress was organised in Balikesir in order to provide the establishment of an order and the management and alimentation of the National Forces that struggled against the Greek Army in the Western Front. The participants of this congress were composed of the representatives of the districts of Ayvalik, Soma, and Akhisar and the other districts connected to Balikesir. A central committee was established and Hacim Muhittin Bey was elected as the chairman of this committee. In the course of the congress that lasted until the date of 12th July, some specific issues were stipulated. Among these issues, the specific districts that would support and aliment the forces in the front, the authorities and the connections of the committees of rejection of annexations, and the specific districts with the people to be directed for the reinforcement of the forces were determined thoroughly. National Movement Congress was assembled in Balikesir between the dates of 26th-31st July 1010. This congress that was chaired by Hacim Muhittin Bey had resolved much more extensive and comprehensive resolutions than those of the first congress. Telegrams were wired to the political representatives of England, America, France and Italy. In these telegrams that were wired, it was demanded that Anatolia would be immediately saved from the foreign invasions and the obvious rights of Turks would be approved. Otherwise, it was declared that the invasions would not ever be consented against any powers or forces. Istanbul Government had forwarded some orders to the Head Chief Hilmi Bey in order to stop the congress and arrest the participants. However, Hilmi Bey who was also a patriot attended in these activities in person. Therefore, any results could not be obtained.

Meanwhile, it was resolved that a congress should be assembled in Alaşehir in order to consolidate the resolutions of Balikesir Congress, to extend and reinforce the organisation and to develop the organised military organisation that was in demand in another region of the country. Hacim Muhittin Bey was elected as the chairman of the congress that took place between the dates of 15th-25th August. Alaşehir Congress was appreciated with gratitude by Mustafa Kemal and Kazim Karabekir Pashas. The performance of such congresses in the west was considered as a development that would facilitate the affairs related with Sivas Congress.

Pursuant to these activities, a third congress was convened in Balikesir on the date of 13th September 1919. Hacim Muhittin Bey was re-elected as the chairman of the congress. In this congress, the explanations were presented about the organisation, state of affairs in the fronts, and Alaşehir Congress. Hacim Muhittin Bey had forwarded the relevant invitations for sending the representatives in order to convene a big congress on the date of 20th October. However, Mustafa Kemal Pasha wired a telegram to Kazim Bey (Ozalp) who was the Commander of Balikesir Army Crops in the name of the Representative Committee. In this telegram, he requested that the relevant notifications should be forwarded to the competent authorities stating that there was any need for any congress or similar meetings for the time being.
