Mustafa Kemal and his friends had landed in from Bandirma ship that arrived in Samsun on the date of 19th May 1919. An ancient Greek house was allocated for the superintendent pasha. However, there was an English patrol in the corner of the street where this house was located in. Therefore, Mustafa Kemal disliked this house arrest from such a near place. While he was in Samsun, he could get into contact mostly with the commanders of the army crops. Therefore, he had determined the persons with which the movement that he would undertake would be accomplished together. He did not approve of staying in Samsun and he preferred to pass to Havza that was located in the central regions with the distance of nearly eighty kilometres. He was suffering from the disorder of his kidneys for a while. He said that he would rest for a period in Havza thermal springs and he set in motion with his military encampment. They arrived in Havza on the day of 25th May. He wanted to provide the great resistance and reaction of the Turkish nation against the penetration of the enemy into Izmir, Manisa and Aydin. He sent a circular to the governors, independent chiefs of the districts, the commanders of the fifteenth, twentieth and thirteenth army crops and also to the superintendent office in Konya. He declared that the country would be subject to great dangers in the future against the invasions of the enemies and the reaction and resistance of the people should be shown in a vivid manner. Furthermore, he wanted that the condemnation of the invasions should be wired through telegrams to both the foreign states and the Istanbul Government. He also wanted that the assemblies and the meetings that were to be organised should be carried out in the smallest places of meeting extending towards the villages. It was obvious that the Havza circular had a specific purpose. It is beyond doubt that the main purpose was the clear revelation of the reaction of the Turkish nation against the invasion. Furthermore, Mustafa Kemal Pasha wanted to see the dimensions of these reactions and resistance. He had an eternal faith in the patriotism and the common sense of the Turkish nation. However, all these characteristics should be displayed in a concrete manner. As a matter of fact, upon this circular letter, the Turkish people had organised enthusiastic demonstrations in all of the regions and even in the smallest villages excluding the places such as Trebizond and Sinop on the coast of the Black Sea. The telegrams that protested the invasions were wired to the relevant places. The results demanded were obtained thereof.
The telegrams transmitted and the organisation of demonstrations in every region caused an alarm and flurry in Istanbul. War Minister, Şevket Turgut sent a telegram to Mustafa Kemal Pasha. He stated that the Extraordinary Superintendent Office of England had forwarded a diplomatic note and wanted the resolution of all the disorders within the country as soon as possible. He declared that in case this disorders were not resolved, he would be blamed as the responsible person by this superintendent office. In the diplomatic note of the English High Superintendent, it was demanded that the rights of the minorities would be protected. Mustafa Kemal Pasha sent a reply letter to the Minister of War. He stated that anybody did not have any power to prevent the reaction and resistance of the people against the invasions and that the telegrams were sent in order to attain our independence.
These telegrams had disturbed some of the members in the cabinet so much that they even criticised Damat Ferit Pasha for the resolution upon the assignation of Mustafa Kemal to Anatolia. Finally, they decided to call back Mustafa Kemal to Istanbul and they informed this decision to the English Supreme Military Command.
On the date of 8th June 1919, the Minister of War called back Mustafa Kemal Pasha to Istanbul. The great leader that had been in Anatolia for twenty days had established relations with the troops of all the armies within this period and illuminated the people about the events going on. He intended to continue the attempts and ventures within the union and solidarity of the entire nation rather than his personal efforts. Therefore, he had decided to assemble a general congress. He had to depart from Havza henceforth. Mustafa Kemal left Havza in civil clothes. Therefore, he wanted to show that he could continue the struggle and resistance as a civil individual. Meanwhile, the twentieth army crops were transferred to Ankara under the command of Ali Fuat Pasha. Mustafa Kemal notified his close friend, Ali Fuat Pasha to come to Amasya. When Ali Fuat Pasha informed that he had a guest of very important person, Mustafa Kemal replied him stating that he would bring this VIP with him. In the further periods, it has been understood that his panjandrum was Rauf Bey. In respect of his call-back, Mustafa Kemal sent a reply letter to the War Ministry to gain time and he passed to Amasya on the date of 12th June. He founded the Society of Defence of Rights on the date of 14th June.
