VLADIMIR NIKOLAYEVIC STIGASEV

Vladimir Nikolayeviç Ştigaşev was born in 1938 in Hakasya Tatıp province center. He is a member of a family with many children.

He graduated from Tomsk State University Faculty of Law in 1965. In 1978, he studied in Communist Party School of Soviet Union. Vladimir N.Ştıgayev worked as from 1959 in geology investigations, in security and mining works of the party. He served as Hokosya Komsomol chairman in 1968. Then he chaired various departments of Hakasya Communist Party. In 1979, he was appointed to chairman of Asksız village of Communist party. In 1982, he became the mayor (de facto prime minister) of Hakas province. In 1987, he was appointed as the deputy mayor of Krosnoyarik region which included Hakasya. He turned back to Hakasya in 1989 and started to work as scientific worker in Hakasya Investigations Institute.

He became the deputy of Hakasya region in 1990 spring and was elected as Russian Federation deputy at the same time. He was commissioned as local mayor of Hakasya province. On 3 July 1991, he proclaimed republic dependent on Russian Federation. In 1991, he became the first elected Chairman of the Parliament of Hakasya in November.
