When Gluhov returned to Moscow and provided explanation about the situations in Sibir, it had been understood that Mansurov could not do anything with a force composed of 100 people. This time, it was resolved that a force composed of 300 people and artillery pieces would be sent to Sibir. These soldiers were set in motion in the beginning of the winter of 1586. A new plan would be applied in order to recapture Sibir definitely and to establish the Russian domination in the region. First of all, the most important bases would be constructed as the fortified sites. The Russian detachments came towards Tura River without encountering any resistance. Their first activity was to construct a city and a castle in the name of "Tyumen" on the banks of Tura River that was locatedin a place near to the city of Çingidin that was the former capital city of Tatars. This city was the first city that the Russians founded in Sibir. In the following year, a force composed of 500 people came to this city from Moscow. In the year of 1587, the city of Tobolsk was founded in the place where the Irtish and Tobul rivers ran into each other with a distance of 16-18 km. from the capital city of Sibir Khanate. Two churches and barracks were built in this city.
