Since the middle of the years of 1980s, the transparency and restructuring process was initiated in the period of the government of Gorbaçov. As a result of the historical developments of this process, Kyrgyzstan advanced towards the repossession of independence step by step. Upon the effort for coup detat that was experienced in Moscow on the dates of 20th-21st August 1991 and the consequential resignation of the central government, Kyrgyzstan declared its independence on the date of 31 August 1991.
A short period before the declaration of independence, in other words, within the process of the gradual advance towards independence step by step, Askar Akayev was elected as the President upon the elections that were held on the date of 27th October 1990. In the period of the declaration of independence, he was the head of the Republic of Kyrgyzstan. Kyrgyzstan that became acquainted with independence in his period decided to continue with him in their progress upon the public vote that was carried out on the date of 12th October 1991 pursuant to the declaration of independence. Thus, Akayev was re-elected as President.
